The National Police Commission (NAPOLCOM) is willing to study and act on recommendations of the church-backed Philippine Truth and Reconciliation Commission, which aims to conduct and investigation of alleged killings and abuses under the Duterte administration’s war on drugs.
“The Commission supports the quest for truth. We owe it to the victims, their families, and future generations to confront difficult realities with honesty, fairness, and respect for due process. Uncovering the truth is not a threat to our institutions, it is what makes them stronger,” said NAPOLCOM Commissioner Ralph Calinisan in a posted statement.
The NAPOLCOM, according to the website, is the agency mandated by the 1987 Constitution and the Major Police Reform Laws, Republic Act Nos. 6975 and 8551 to administer and control the Philippine National Police.
“The Truth Commission on EJKs” is led by Kalookan Bishop Pablo Virgilio Cardinal David as convenor with former International Criminal (ICC) Court Judge Raul Pangalangan as its chair.
“Bigyan natin ang boses, ang tinig, ang mga nawalan. Pakinggan natin ang kanilang mga kwento. Gunitahin natin ang kanilang buhay. Ilawan natin ang katotohanan,” David said.

The commissioners, meanwhile, are Carlos Conde, journalist and senior researcher at the Asia division of Human Rights Watch; forensic pathologist Raquel Fortun; Al Furtes, field practitioner specializing in peacebuilding; and Fr. Daniel Franklin Pilario of the Congregation of the Mission and president of Adamson University.
Calinisan, according to the posted statement, said “truth-seeking initiatives are essential to strengthening democratic institutions and restoring public trust, particularly for families who continue to seek answers and justice.”
The statement said that Calinisan also acknowledged failures in the past learn from them is part of efforts that lead to meaningful reform.
He added that “accountability and respect for human rights help preserve the integrity of law enforcement institutions and reinforce public confidence in the justice system.”
Calinisan clarified that there is an “overwhelming majority” of police officers that serve honorably and faithfully. He assured that there are efforts to investigate wrongdongs and shortcomings aimed at protecting the “reputation of those who wear the uniform with professionallism and integrity.” — BAP, GMA News
